Leeton police were conducting a patrol in the Wattle Hill area about 6.30pm when they were flagged down by young men in the area who had noticed the bags floating in the canal.
Police contacted the VRA who used one of their boats to conduct an extensive search of the channel, but didn't locate any other items.
Griffith Local Area Command Inspector John Wadsworth said the bags had been in the canal from some time.
"From what we can gather the canal was cleaned three to four weeks ago, so the bags have been in there for at least a couple of weeks," Inspector Wadsworth said.
"There was no DNA evidence found.
"The amount of cannabis inside the bags was minimal.
"Police will continue with their investigations."
