Council recently met with one service provider regarding the future management of Eventide Homes after its current committee dwindled down to just one member.
The meeting was labelled as a positive by council director of environmental and community services Garry Stoll.
"Council is still investigating the various options available for Eventide Homes and its management," Mr Stoll said.
"The service provider we met with is in that mix of options and how we can move forward.
"I think the people that live in these homes are mostly aware of the situation, but we don't want to panic them.
"It's important we keep looking into what we can do and find a situation that works for everyone."
Eventide Homes is located on Crown Land, with council the trust manager.
Council first became aware of an issue regarding the management of Eventide Homes earlier this year when it was asked by the organisation's committee to write-off a 20-year loan.
The loan was granted to the committee from council in 1994 to the turn of $44,650 for the construction of two units at the complex on Binya Street.
However, no re-payments have been made to council for the outstanding loan that now stands at close to $60,000 as a result of interest.
As a result council decided to look into what other avenues could be taken to ensure the homes stay viable.
Mr Stoll said council was committed to the residents living in the complex.
"We want to make sure that any service provider that goes in there is the correct one," he said.
"We don't want someone taking over and then raising the rent by $200 for example.
"Council is committed to finding the best possible arrangement."
