The incident meant the road was blocked for at least two hours, with the utility sustaining significant damage.
One witness reported the vehicle was hit by another, causing it to flip over.
There were no injuries as a result, with police on scene for traffic control purposes.
New laws implemented by the state government meant police were only required to assist with the road closure.
Leeton Shire Council was already conducting work in the area and was able to block the area to traffic quickly.
Since October 15 police have only been required to attend and investigate crashes if they meet one or more of three criteria - where a person is killed or injured, if parties fail to exchange particulars or if a driver appears to be under the influence of alcohol or drugs.
Previously, police were also required to attend crashes if a vehicle required towing, but now those needing a tow vehicle will now have to organise this themselves.
"This incident was one of those examples where police are no longer required," Griffith Local Area Command Inspector Tony Reneker said.
