Mr Heffer has withdrawn from the race citing health concerns.
He has long been interested in becoming a councillor to represent Leeton shire and said it may be something he considers in another four years time.
Mr Heffer said pending heart surgery in late August, along with time required to recoup after the surgery, would make it difficult for him to campaign and hold the post.
However, he will be continuing on as president of the chamber.
“Because of these problems with my health and after talking things through with my partner and family I have decided to withdraw my candidacy,” Mr Heffer said.
"Unfortunately I have had some health issues which I must concentrate on.
“I have done everything possible to resist making this decision and had hoped to overcome my condition in order to be able to continue.
“(However), in recent days, it has become clear that I have no choice but to accede to medical advice and withdraw my candidacy in the forthcoming election.”
The local government election will be held on September 10.
Most councillors are seeking re-election, but Greg O’Callaghan, Tracey Valenzisi and Steve Dowling have indicated they will be stepping aside.
Nominations open on August 1, with Leeton Shire Council urging residents interested in becoming a councillor to seriously consider throwing their hat in the ring.
Council’s director of corporate services Duncan McWhirter said it was now important for any potential candidates to familiarise themselves with the nomination process.
“Council facilitated a candidate information session in mid-June with six potential candidates participating in the session, which was really encouraging,” he said.
“We hope that there are other potential candidates within our shire that will be willing to put themselves forward to help steer our council forward for the next four years.” Candidates can lodge their nominations at council from August 1 before the August 10 deadline.
I have done everything possible to resist making this decision and had hoped to overcome my condition in order to be able to continue.
