Mr Heffer, 44, passed away on Saturday as a result of cardiac arrest.
He had recently been unsuccessful in running for president of the chamber for another term, but his work in the last year will stand the test of time. Mr Heffer made many changes while at the helm and was crucial in bringing to Leeton Shire Council’s attention the need of a main street revival.
He is also being remembered for his efforts in securing the future of the Leeton Community Op Shop, his work with Rotary and the Leeton Farmers Markets.
Mr Heffer was also instrumental in pushing for the town to have its own Neighbourhood Watch organisation.
Chairman of that group Mark Norvall paid tribute to him on social media.
“To say that you will be missed is an understatement, my friend,” he wrote.
“You stood up for what you believed in and helped those in need. May you rest in peace knowing you made a difference.”
That sentiment was shared by friend of Mr Heffer’s, Matt Gatt, who also considered him a mentor.
“It’s a really big loss for this town and for the community,” he said. “He made a big difference with the work he was doing.”
Mr Heffer also owned a business in Leeton, as well as offering his expertise in marketing to other business owners in town.
Leeton Shire Council mayor Paul Maytom paid tribute to Mr Heffer and offered his condolences to his family and friends.
“I think it came as a shock to all of us,” he said.
“I’m hoping to visit the family (on Monday) to pass on my condolences not just on behalf of myself, but the community. In his short time in that role (chamber president) he contributed a lot to the community.”
Mr Heffer is survived by his parents Geoff and Therese and sister Tanya Lewis.
