Harness Racing Victoria (HRV) stewards charged Hillier under rule 190 (1) for presenting a horse to race not free of prohibited substances.
It is alleged that Hillier presented Sir Roy to race at Shepparton on 11 June 2015 when not free of arsenic, a prohibited substance when evidenced by a concentration above the allowable threshold.
The charge will be heard by the HRV Racing Appeals and Disciplinary (RAD) Board on a date to be fixed.
Last week HRV sent a reminder to trainers that the presence of arsenic above 0.30 micrograms per millilitre in urine is prohibited.
