The senior NSW minister who lit the fuse on the sexual harassment scandal that brought down Labor leader Luke Foley says his delayed apology to the victim was an "error of judgement".

NSW Corrections Minister David Elliott used parliamentary privilege in October to accuse Mr Foley of harassing a female journalist at a press gallery Christmas party two years ago.
The ABC reporter had not wanted the incident to be made public and Mr Foley has denied the claims.
Mr Elliott issued a statement earlier this month saying he didn't mean to distress the journalist but stopped short of apologising. He apologised in a separate statement a day later.
"That was an error of judgment," Mr Elliott told reporters on Wednesday.
Mr Elliott said he had not spoken or apologised directly to Ashleigh Raper, other than the media statement he issued.
He said he had not considered resigning over the incident.
NSW Premier Gladys Berejiklian at the time said she was "incredibly disappointed" with the minister's move to expose the claims without Ms Raper's consent.
