The Assistant Minister for Regional Development and Territories is one of nine vying for the southern NSW seat at the May 18 poll.
Ms Ley, Labor candidate Kieran Drabsch and United Australia Party hope Michael Rose were the the only contenders to attend Wednesday's ballot draw in an industrial shed in Fallon Street, North Albury near the Hume Freeway.
Ms Ley matched her 2007 result by securing first ballot position and was followed by Ross Hamilton (Sustainable Australia), Mr Drabsch, Albury mayor Kevin Mack (Independent), Philip Langfield (Christian Democrat), Mark Ellis (Liberal Democrat), Griffith's Brian Mills (Independent), Mr Rose and Dean Moss (Greens).
"I don't know that it will be any help at all," Ms Ley said of having top place.
"Having scrutineered at many elections I've never personally seen many so-called donkey votes.
"People find their candidate on the ballot paper wherever they are."
Mr Drabsch declined to comment on whether he thought Ms Ley would benefit from number one.
"I'll leave it to the experts to debate the ins and outs of the ballot draw, from my perspective it's a great chance for change and I look forward to getting out and selling the positive message of Labor," Mr Drabsch said.
Early voting starts on April 29 in Albury, and on May 11 in Griffith and Leeton. Griffith PCYC opens for voters at 9am on May 11 and 8.30am from May 13 to May 17.
