The upgrade has instead been delayed and work will now start after the coming summer season.
Leeton Shire Council had been hoping to have the upgrade completed prior to the 2019-202 summer pool season getting underway.
However, given the redevelopment work will require council to close the pool for nine months, the decision has been made to delay the start of construction until March next year.
Council has gone out to tender for the work and received three submissions as a result.

Negotiations have been completed with the preferred tender and a report was presented to councillors during closed committee at Wednesday's ordinary meeting.
Council director of environment and engineering Peter Keane gave an update on where the project currently stands.
"Only designs have been completed for tendering, no redevelopment works have been undertaken to date," he said.
"Due the redevelopment works requiring the pool to be closed for nine months, we have decided to delay works with a commencement of March 2020.
"This will mean there will be a late opening to the facility."
Council was granted $3 million from the state government for the project, which will include an upgrade of the main pool from eight lanes to 10, better disabled access, a new water slide will be installed and water play items installed.
Following the announcement that council had been successful in being granted the funding after it was initially knocked back, calls from the community started growing to have a heated pool be included in the plans.
However, council will not be going ahead with a heated pool this time.
"As the project has been on the drawing board for some time, Leeton residents may remember that extensive community consultation was conducted during project inception in May 2016," Mr Keane said.
"From this consultation, key elements for inclusion were determined and have been incorporated in the detailed design."
