The incident occurred about 11.20am on Thursday when a seeing-eye dog was set upon by two uncontrolled mixed breed dogs.
Residents were quick to rush to the aid of the woman and the Labrador, throwing water and coffee at the attacking dogs, before one lady was able to herd them into the front officer area of a business.
This was when a young man stepped in and grabbed the offending dogs by the collar, dragging them away.
This allowed the seeing-eye dog to make its escape.
The animal required veterinary treatment, but Vision Australia said the Labrador, known as "Bubble" was expected to make a full recovery.
The two dogs at fault have been "humanely euthanised" by a local veterinarian.
"The seeing-eye dog involved in this incident has received veterinary care and is expected to make a full recovery," a Vision Australia Seeing Eye Dogs spokesman said.
"The client was unharmed in the incident and Vision Australia Seeing Eye Dogs have offered them regular and ongoing support.
"This incident involved dogs that managed to escape from an enclosed space, but we would ask all members of the public to ensure their dogs are under control when in proximity to a seeing-eye dog and their handler so they can navigate unobstructed and without distraction."
Residents who see someone with a seeing-eye dog should also follow a certain etiquette.

People should never try to pat, feed or otherwise distract or interfere with a working seeing-eye dog.
These animals and their handlers are trained to work together and any distraction or interference can put the dog and handler at risk.
If a resident believes a seeing-eye dog handler is in need of assistance, politely and clearly introduce yourself and ask if they need anything.
"Vision Australia Seeing Eye Dogs would like to thank the members of public, rangers and the police, who came to the aid of our client and their seeing-eye dog during the incident," the spokesman said.
