The review was commissioned following a concerted push by a group of residents known as the "Concerned Citizens of the MIA", who have worked to identify the issues currently being faced at the Leeton hospital.
NSW Minister for Health and Medical Research Brad Hazzard has confirmed the review is underway.
This will also look into allegations of maladministration by the Murrumbidgee Local Health District.
Leeton resident and councillor, Tony Reneker, has been an advocate for change when it comes to the issues being faced by the hospital, including the lack of doctors for the rotating on-call roster.

"Certainly there are issues at the hospital ... this group (the Concerned Citizens of the MIA) has had a petition and made complaints to NSW Health ... which has resulted in this review," he said.
"This is an independent investigation that is being conducted.
"I'm not sure what the terms of reference are, but it is being looked at.
"It's not a slight on the staff, not at all. We want to make that clear. The staff at the hospital are fantastic."
Mr Reneker's biggest concern is the on-call doctor roster, where only a limited number of doctors are currently part of.
This means when those doctors are unavailable the hospital may be left uncovered by a doctor of a night time.
He said in recent years the issues had been highlighted on numerous occasions by Leeton Shire Council with many meetings had, but little result.
Mr Reneker was hopeful the review would trigger action.
"There has been all of these meetings, but it's been all talk and no action ... we want to see some action for the good of the community, as well as the staff up there," he said.
Leeton shire is also home to two boarding schools, which Mr Reneker said should be a huge factor for health resources in the town.
"That's a huge point of difference," he said.
The Concerned Citizens of the MIA is a different group of people not associated with the Campaigners for Rural Equality, which has a similar mission.
