Philp was running away with the award after strong performances for the Greens during the middle period of the season holding an 11-vote lead after 14 rounds.
While the joint runners-up in West Wyalong's Lou Goodwin and Yenda's Chris Latu were able to close the gap slightly, Philp took out the award by seven votes.
The Leeton forward was a bit surprised to be picking up the honour.
"There are some talented players in Group 20," he said.
"It has been a good season. Leeton is a great club with a good young side, so it is looking promising."
Philp, who captained the Greens this season, said he would be sticking around for 2020 and looking forward to seeing how the young side improves.
"I was stoked and a bit surprised to get that role (captaincy) with it being my first year at the club but very happy with how the year went," he said
"Being the first year with a young side, it is only going to get better."
In a showing of the young talent, the Leeton side possesses Kirtis Fisher was able to take out the rising star award while Yanco-Wamoon's Will Barnes was named Rookie of the season.
Waratahs dominated the team of the year with Niu George, Jonathon Sila, Kose Lelei and Tom Sellars being selected while Leeton, Yanco-Wamoon and West Wyalong had two apiece with Mallee Men's Jake Goodwin given coach of the year.
In the lower grades, it was a good night for Darlington Point Coleambally with Thomas Fattore taking out most goals and highest points on the way to his second straight player of the year award in the under 18s while Ethan Harris took out player of the year in the reserve grade.
Tess Staines once again starred in the League Tag competition after picking up her third straight player of the year award.
Yenda's Riley Serafin was named player of the year in the under 18s while Rod Crowe took out referee of the year. After a strong year across all grades, West Wyalong picked up the club championships just two points ahead of Leeton.
