According to Leeton Shire Council, the project has required further engineering detailed works and this has resulted in the delay of the initial February commencement date.
However, council has said work will now be starting next month.
In August last year, council did say work would be starting in November, but this date was also pushed back.

Council's director environment and engineering Peter Keane said as a result of the additional engineering details needing to be sorted, council was yet to finalise the phases of the work program.
"Once engineering works are finalised, council will work closely with the preferred tenderer to develop a detailed program of delivery, including phasing," Mr Keane said.
"Council then intend to further engage with key stakeholders on this program and its impacts, including (with) Wade Avenue business owners."
The existing plans for the redevelopment of the area include the introduction of angle parking, a new median strip, paving and general landscaping to make the area more appealing.
Council said businesses were being kept-up-to-date with where the project is at.
"There has been extensive face-to-face consultation conducted by council, with deputy mayor and Leeton CBD Enhancement Committee chairman George Weston supporting council staff during these consultations," Mr Keane said.
"Further consultation with businesses will continue throughout the project and the community will also receive periodic updates when appropriate."
Despite the delays, council said the project was currently tracking to budget.
Signage placed near Mountford Park regarding the project has also been removed by council after residents raised concerns it was causing issues with driver sight lines.
