The 23-year-old came to the attention of police on Saturday night while they were patrolling in the Toorak Road and Argyle Street area.
Police said the man was riding on a small, petrol-pocket motorbike, which had no lights fitted and he was not wearing a helmet.
A small crowd from a nearby gathering was watching the rider, who later said the bike was a birthday gift.
On approach, police noticed a stubby of beer protruding from the back pocket of the man's jeans.
The man told police he had been drinking, saying "he'd had a few".
He was submitted to a roadside breath test, which returned a positive result.
