The 28-year-old man, the holder of an international driver's licence, was stopped by police on Thursday while behind the wheel of a Ford Territory with NSW number plates.
Police spotted the driver in Church Street after it was spotted travelling at an extremely slow pace.
The vehicle was stopped by police, with a roadside breath test producing a positive reading.
The man was arrested and taken to Leeton police station where a further breath analysis test returned a reading of 0.187 - almost four times the legal limit.
His licence was immediately suspended and he will now be required to front court after being charged with high-range drink driving.
Police have warned Leeton shire drivers they will be caught if they drink drive, saying they are putting their lives and others in the community at risk.
