The Phantoms are aiming to have two senior men's sides contesting first and second grade this year, while the Dianas will also be making a return.
Quinten Longhurst has taken on the role of head coach for the men, but he has plenty of support along the way in his first tenure at a senior level.
Paul Hoffman, who has played professional rugby in South Africa, will be assisting with developing defence and attack among the forwards, as well as skills development for the men's and women's teams.
Matt Allen comes on board as a skills development coach, as well as assisting with recruitment for men's and women's sides.
Dave Troldahl will be the skills development coach for the backs in the men's and women's teams.
Stuart Stout returns as head coach of the Dianas. Longhurst said having a good coaching system in place would hold the Phantoms in good stead.
The hard work ahead of this year's Southern Inland season is already underway, with pre-season focusing on a mix of fitness and skills development.
Numbers have been slightly down, with Longhurst encouraging any former or new players to test out playing with the Phantoms.
"We definitely welcome any new players or anyone who has played before ... we're a family friendly club," Longhurst said.
"Even if you haven't played before, that is okay as well.
"We've got a good team behind the sides this year, so it's looking pretty good.

With the Phantoms picking up last year's second grade premiership during a COVID-safe season, Leeton are aiming to prepare as best as possible for whatever 2021 will throw their way.
"Everyone is really keen to get out there and we're trying to be as prepared as possible," Longhurst said.
"The work is happening at training and we're looking forward to the season starting."
Pre-season training is held every Tuesday and Thursday at the town ovals from 6.30pm. Anyone who is interested in playing is welcome to attend.
