To date, the project has only secured enough funding to overhaul the bottom section of the area, but the "grand plan" for the work is to makeover this entire area.
Leeton Shire Council said it is continuing to apply for funding and hopes to have more cash secured by the middle of this year.
While work hasn't started that residents can physically see, there is still plenty going on to prepare a more detailed way forward.
Detailed design planning for the whole area is underway, as is a traffic study for the top section.
The 'Christmas tree' will be removed within a month as the site gets prepared for works to commence.

Specific stakeholders will then be consulted before final designs are locked in.
This will include council's traffic committee, disability groups, the Leeton RSL Sub-branch and the CBD enhancement organisation.
However, residents can expect to start seeing work happening at the bottom end of Chelsmford Place within a month.
This will include the removal of the "Christmas tree", which has been a point of contention among some members of the community.
"The 'Christmas tree' will be removed within a month as the site gets prepared for works to commence," council's general manager Jackie Kruger said.
"Council thanks the Light Up Leeton committee for their support with the project and continues to collaborate with (them) about alternate options for the lights. Council is committed to ensuring the lights remain on display.

"Plans are also afoot to investigate and cater for a new Christmas tree installation in the Leeton CBD for Christmas 2021.
"While removing trees is always controversial for some, council will be planting a great many more to create the effect of a symmetrical and well-shaded boulevard that celebrates our art deco history and makes for a more usable park in the heart of Leeton's CBD."
Mrs Kruger said it was important to note the palm trees remain a central feature and, except for realigning one or two, none of these are being removed.
