The answer is quite simple - another election will need to be held.
That is a costly experience, one in which would have Leeton Shire Council forking out up to $80,000 even if it is just one seat that needs filling.
There are nine councillor positions available for the upcoming local government election.
While many serving councillors have yet to show to their hand and reveal whether or not they will be seeking re-election, there are two certain seats that will need filling.
Long-serving councillor and mayor Paul Maytom will be retiring, while councillor Peter Davidson also choosing not to run again.
Council reported there had been some interest from the community in terms of new representatives, but said now was the time for those who are serious to consider throwing their hat in the ring.

If there are more than the required nine nominees, the contest becomes a real battle.
However, if any current councillor seeks re-election and there's not enough numbers to contest their seat, they are automatically in for another term.
That is why council's executive manager IPR, governance and engagement Kerrie-Anne Hare said it was important to have a healthy amount of residents nominate.
"There has been some solid interest from several community members, but now is the time to start getting serious," she said.
"We are happy to provide any information to potential candidates and run them through what is involved.
"We do want to see as many people nominate as possible. If we can't fill the seats, then a by-election would need to be held and that is a costly experience for council."
"It's only a three-year term this time around, so it is a good opportunity to try it out."
Lodgement of nominations starts from July 26 and closes at noon on August 4.
They can be lodged online on the Australian Electoral Commission website or Kate Weston can accept them in person at council's administration office in Chelmsford Place.
The local government elections will be held on September 4.
