Even then only those who are fully vaccinated themselves will be able to participate.

While the Riverina will come out of lockdown on Saturday, community sport is not among the measure they will be allowed to return.

Allowances have been made for major outdoor recreation facilities, including stadiums and racecourses, to open under the one person per four square metre guidelines for up to 5000 people however NSW deputy premier John Barilaro did not see how community sport could fit into those guidelines.

"You can have major events in stadiums that are ticketed and they are what we called a very restricted and controlled environment," Barilaro said.

"Community sport you are relying on volunteers where you have canteens and a range of activities that you have no ability to police, you can't police spectators on the sideline so to err on the side of caution it was easier for us to just no permit community sport in this lifting of restrictions in the regions or even at the 70 per cent mark.

"Yes it is unfortunate but it is about a balancing act."

Current estimates are for NSW to reach 70 per cent double vaccinated by mid October.

It is then expected to take another month until the next stage will be reached.

Even playing without crowds wasn't considered by the NSW government.

"The reality there is when we hit 70 per cent if it is kids' sport you need parents to drop them off and pick them up and are they vaccinated or unvaccinated?," Barilaro said.

"There is always a crossover so we have just made the decision.

"There still has to be adults who run those sports even if there are no spectators so at this stage we are saying no community sports until we get to 80 per cent double vaccination."

Sporting facilities are allowed to open under the new rules while outside gatherings for up to 20 people are also allowed.

As such Barilaro said it would be permissible for clubs to train if they adhered to those guidelines.
