After years of indifferent participation by businesses, the 2013 promotion could be the last, according to chamber president Maryann Vitelli.
Miss Vitelli said there was no benefit to chamber members, the promotion was too costly and people weren't interested.
"I don't think it is because of the Christmas promotion that people are shopping at businesses," she said.
"Because we're not getting enough businesses on board, there is not enough incentive."
A report from last year's promotion backed up the chamber's belief there was little support for it.
"Comparing the tickets handed out and what was handed in, the sponsorship money and volunteer time it took, the benefit is not there," Miss Vitelli said.
However, part of the proposal being put forward is to replace the Christmas promotion with a new campaign over a longer period.
"Alternatively, we're looking into a year-long campaign, instead of just a focal point at Christmas time," Miss Vitelli said.
"It is purely because of a lack of support last year, and it will be better for business and industry."
The proposal is still only at an early stage, with a a sub-committee to be put together at the AGM if members agree.
"It won't be discussed at the meeting, but it is being put forward for next year," Miss Vitelli said.
"It will be put to the meeting whether or not to have it.
"If members aren't there, they can't vote so if they want a say in that, they're welcome to come along."
The proposal would not prevent individual businesses from promoting Christmas trade themselves.
The AGM will be held at the Leeton Visitor Information Centre on Monday at 6pm.
