A person who works on a construction site in Greater Sydney who has
- Had two doses of a COVID-19 vaccine
- Had one dose of a COVID-19 vaccine at least 21 days ago
- Had one dose of a COVID-19 vaccine with in the preceding 21 days and has been tested for COVID-19 within the preceding 72 hours (three days)
- A certified medical contraindication and has been tested for COVID-19 within the preceding 72 hours (three days)

- Education and schooling
- Early childhood education and care
Electricity, gas, water and waste services
- Electricity services
- Operation of energy services
- Gas services
- Liquid fuels
- Water supply, sewerage, sanitation and drainage services

- A person who provides health services within the meaning of the Health Services Act 1997 or a registered health practitioner or a person who works for a registered health practitioner

- A person employed or engaged by the Department of Communities and Justice to provide housing or homelessness services
