A confusing debate surrounding duties delegated to Leeton Shire Council's general manager eventually came full circle with the status quo remaining in place.

At last week's ordinary council meeting, councillor Michael Kidd put forward a recission motion regarding a matter that was resolved at an extraordinary meeting on June 30, 2015.
The motion at that time was "that council delegates to the general manager, Ms Jackie Kruger, the authority to exercise all discretionary functions that council is capable of delegating and is not prohibited from doing so under section 377 of the Local Government Act 1993, and also excluding any specific functions which council has, by resolution, reserved to council".
At the time the motion was given the green light, only three current serving councillors - Kidd, Maytom and Weston - were present and voted.

If the originally motion sounds confusing, councillors on Wednesday night were also at odds to determine where to go when making a decision after differing advice was given to both Cr Kidd and Mrs Kruger from the Office of Local Government.
Cr Kidd explained he was moving to rescind, or take back, the motion as he believed council unknowingly moved the resolution without fully realising the implications of its actions.
He was most concerned the motion was allowing Mrs Kruger to determine the organisational structure of senior staff at council without consulting councillors.
However, through a fact-checking mission, this was deemed not to be the case and the recission motion was defeated, although Cr Kidd did have the backing of councillors Sandra Nardi and Paul Smith.
While his motion was defeated, Cr Kidd was pleased the matter had been cleared up and the general manager's delegations relating to the motion will now be reviewed at the beginning of each new sitting council following a local government election.
The debate did prove fiery at some points between several of the councillors until several questions and concerned were clarified.
