Back then, Mr Maher had given up a career as a truck driver and decided to give the business a go.
Not everyone believed he could do it - including the first bank manager he first saw.
However, 21 years later, Mr Maher has certainly proven he has what it takes to own and run a business that not only caters to customers needs, but it is a vital cog in Leeton shire's business community.
Mr Maher has seen and done plenty during those two decades and he has no plans to slow down entering his third decade of business.
Prior to the COVID-19 pandemic kicking off, business was booming thanks to the extra rainfall that has thankfully been falling this year compared to 2019.

This has meant throughout the health crisis he has been busier than ever, with he and his staff busy even in the face of what has been a global challenge.
The business has retained all of its staff throughout the pandemic and it is their hard work which continues to help propel the business forward each day.
Mr Maher said he was grateful for the hard work his employees put in every day.
The community and his customers also take front and centre.
"We wouldn't be where we are today without the support of our customers and clients," Mr Maher said.
"People know when they come here they are going to get the product they are after and to a very high standard.
"They know if we don't get it right, we'll re-do it.
"We take on all sorts of projects. People appreciate that.
"We're always really thankful for people's support."
Mahers Tarps might be based in Leeton, but its client base reaches far and wide.
Customers regularly come from all over the region to have their needs catered to by Mahers Tarps.
The business offers more than just tarpaulins, it also offers blinds for the home, which is something many have taken up in recent times.
The business can create custom covers for everything from boats and trucks to shade sails, vehicle covers, car seats, upholstery, caravan annexes, motorbike seats and much more.
The customised service is all done at a reasonable price. Hard work is key to the success of the business and this is reflected in the hours put in every day by Mr Maher and his staff.
