Police officers stopped the 24-year-old man at 2.30pm on the Newell Highway at Tocumwal on Wednesday as they were patrolling the border.
The man was directed to self-isolate for 14 days as per the NSW Public Health Act before he was allowed to leave.
On Thursday, Murrumbidgee Police District officers checked on the man at 12pm and at 4pm and found the man was not at home.
They again attended the man's home at 5.30pm on Thursday and gave him a formal warning.
On Friday police visited the man's home at 8pm and found that he was not home.
At 4.20pm on Sunday, police attended the man's home and gave him a $1000 fine under Section 7 of the Public Health Act 2010.
As part of Operation Border Closure, over 300 people have been directed to self-isolate as they enter NSW.
