The incident occurred during the early hours of what was the 75th anniversary of Victory in the Pacific Day, leaving a large and long mark on the grass of the cenotaph.
District Inspector Justin Cornes said police were still investigating the matter.
"What we really need is any witnesses who were in the area at that time to come forward and assist us with our inquiries," he said.
"That is really going to help with our investigations."

Following the incident, the town reacted with disgust and disappointment.
Leeton Shire Council also made its CCTV cameras in the area available to police to analyse.
However, it is believed these cameras weren't able to pick up on exactly what happened, but did help to narrow down a timeframe.
Anyone with information should contact Leeton police or Crime Stoppers.
